Victor Mark-Onyegbu

Victor Mark-Onyegbu is the Head of Grants and Community Building at Africa No Filter, overseeing grantmaking and community programming in both the Arts and Culture, digital content and the Media sectors in Africa. He is an honorary doctor of international relations and a 2024 fellow of the Rockefeller Foundation Bellagio Centre. He brings close to two decades of experience in supporting ANF’s mandate.

Victor has held senior positions at the Nigerian Arts Council, including as Senior Cultural Services Officer, supporting the delivery of national festivals and expos and coordinating the Council’s international engagements with international and multi-lateral cultural agencies. He also had a stint at the ECOWAS Commission and as an appointee in the Office of the Minister of the Federal Capital Territory in Nigeria. 

He has a bachelor’s degree in Applied Biochemistry, a Masters degree in International Affairs and Diplomacy and various certifications in policy analysis, strategic management and program management. In 2021, he was awarded an honorary doctorate of International Relations by the West Africa Union University. Victor brings with him over 15 years of corporate, program management and portfolio leadership experience which he will bring to bear in overseeing Africa No Filter’s Grants Portfolio.
